5. <br /> The Local Agency Compensated Enforcement(LACE) Program is an agreement between <br /> the chief of police, city judge, and district attorney, allowing the use of criminal court funds to <br /> compensate off-duty police officers to provide law enforcement services for traffic citations. <br /> 6. <br /> Under the rules for the LACE Program, only two units (police vehicles) can run LACE <br /> details at a time. Additionally, off-duty police officers can run as many LACE details as they <br /> wish, provided it does not interfere with their shifts, and they must turn in daily reports. <br /> 7. <br /> The rate of pay under the LACE Program is $15 per hour, as established by ordinance. <br /> 8. <br /> On December 13,2010, the Oberlin Board of Aldermen amended Ordinance No. 02-14-05 <br /> to permit the Chief of Police to participate in the LACE Program. <br /> 9. <br /> Chief Haynes personally approved the daily reports documenting the details that he <br /> worked as part of the LACE Program,with him typically working for six hour periods between the <br /> times of 7:00 am and 5:00 pm. <br /> 10. <br /> Chief Haynes received the following compensation from the Town of Oberlin, in addition <br /> to his salary as Police Chief, for working details as part of the LACE Program: <br /> 2013 $16,785.00 (1,119 hours) <br /> 2014 $21,885.00 (1,459 hours) <br /> 2015 $19,530.00 (1,302 hours) <br /> 2016 $14,565.00 (971 hours)' <br /> 1 Through August 2016. <br /> Page 2 of 5 <br />
