R.S. 42:1111C(2)(d), while serving as Mayor for the Town of White Castle, when he agrred to receive and received a total value of $500 in cash, tickets, and other gifts from CIFER 5000 at a time in which CIFER 5000 sought a contract with his agency.

Consent order in which Haywood Fair agrees that he violated La. R.S. 42:1111A as a member of the Madison Parish Hospital Service District by using a Madison Parish Hospital Service District credit card to purchase airfare for his spouse in the amount of $3,184.80 and to make purchases with the credit card in connection with his use of a hospital tractor on his personal property, which he was not duly entitled to receive.

Consent order in which William Reeves, Jr. agrees that he violated La. R.S. 42:1111C(2)(d) by receiving a salary from the Louisiana Rural Water Association, for the provision services at a time when the Louisiana Rural Water Association had a contractual, financial or business relationship with the West Allen Water District, while serving as a member of the West Allen Water District Board of Commissioners; that he violated La. R.S. 42:1113B by providing training and technical site visits, in his capacity as an employee of the Louisiana Rural Water Association, to the West Allen Water District.

Consent order in which Myron Matherne agrees that he violated La. R.S. 42:1111C(2)(d) by virtue of receiving a thing of economic value, while serving as a member of the Assumption Parish Police Jury, for services rendered by his wife, Peggy Matherne, to Barbera Chevrolet at a time when Barbera Chevrolet was seeking a contractual, financial, or business relationship with the Assumption Parish Waterworks District No. 1.

Consent order in which Walter C. Lee agrees that he violated La. R.S. 42:1111A by virtue of his receipt of reimbursements for travel expenses that were paid for with a Fuelman card issued by DeSoto Parish School System (DPSS) and Chase business card from BESE; that he violated La. R.S. 42:1112A by virtue of his participation in the early termination of a DPSS vehicle lease in which he had a substantial economic interest; that he violated La. R.S. 42:1115(A)(1) by virtue of his receipt of a thing of economic value, a discount on the purchase price of a vehicle that was previously leased to DPSS, as a gift or gratuity from Mansfield Auto World, at a time when Mansfield Auto World had a contractual or other business or financial relationship with DPSS.

Consent order in which Melvin Alfred, Sr., d/b/a Melvin Alfred, Sr. Construction, agrees that he violated La. R.S. 42:1113A by virtue of submitting a bid, and entering into a contract with the Village of Fenton, for the construction of a heliport, at a time when his brother, Eddie Alfred, Sr., served as an Alderman for the Village of Fenton.

Consent order in which Shelia Choplin agrees that she violated La. R.S. 42:1111A by virtue of her taking cash utility deposits, in the amount of $1,154, from the Utility Billing Department for her personal use, to which she was not duly entitled for the performance of the duties and responsibilities of her public position, at a time when she was employed with the City of St. Martinville.

Consent order in which Rena Diane Bennett Hollie agrees that she violated La. R.S. 42:1111A by purchasing personal items using a credit card issued to the Town of Pearl River, receiving payroll checks she was not entitled to receive, and receiving free services from town maintenance staff while she served as Town Clerk for Pearl River; that she violated La. R.S. 42:1112A by purchasing personal items using a credit card issued to the Town of Pearl River, requesting approval for payment of payroll checks from the Town of Pearl River and was an authorized signatory on each of the checks made payable to her.

Advisory opinion that a former professor at LSU Health Sciences Center in Shreveport, who was the Director of the Center’s Innovative North Louisiana Experimental Therapeutics (INLET) program, or the company of which he is president, would not be prohibited by the Louisiana Code of Governmental Ethics from funding research through a sponsored research agreement (SRA) with the Center/INLET, entering into licensing contracts with the Office of Sponsored Programs and Technology Transfer (OSPTT), or serving as an uncompensated advisor for K94 Discoveries, as he will not be conducting research that will be funded by SRAs with the Center/INLET and he will not be compensated for advising K94 Discoveries regarding its SRA with INLET.

Advisory opinion that, generally, the post-employment restrictions contained in La. R.S. 42:1121 would apply to a former public employee of the Office of General Counsel, within the Division of Administration.

Advisory opinion that there are no provisions within the Louisiana Code of Governmental Ethics which would prohibit an employee, or former employee of St. Tammany Fire Protection District No. 1, from serving as an instructor for a college class located on St. Tammany Fire Protection District No. 1 premises, while off duty and being compensated by the college.

Advisory opinion that the Louisiana Code of Governmental Ethics would prohibit a current volunteer of the Caddo Parish Fire District #8 from being employed by the District, as her father is a member of the District Board and considered an agency head of the District.

Approval of a disqualification plan, submitted on behalf of the City of Kenner, involving the continued employment of a systems specialist, in the Information Technology Department, at a time when his brother is employed as the director of the Department.

Advisory opinion that a Lafourche Parish Councilman would not be prohibited by the Louisiana Code of Governmental Ethics from receiving renewal income from AFLAC, for insurance policies that he wrote for parish employees and employees of companies that do business with the Parish prior to taking office, as the premiums are processed through automatic payroll deductions and paid directly to AFLAC; however, the Code would prohibit him from writing new policies for the Parish employees or employees of a company that has a contractual or other business or financial relationship with the Parish.

Advisory opinion that the Louisiana Code of Governmental Ethics would prohibit Blue Skies from selling land to the Crown Parc Joint Commission if a commissioner had an economic interest in Blue Skies, since the commissioner would be interested in a transaction that is under the supervision or jurisdiction of such appointment member.

Advisory opinion that the Louisiana Code of Governmental Ethics (specifically La. R.S. 42:1124.2.1) would require the following boards and commissions to file annual personal financial disclosures: Volunteer Louisiana Commission, New Orleans City Park Improvement Association Board of Directors, Louisiana State Arts Council, Council for the Development of French in Louisiana, Louisiana Tourism Promotion District Board of Directors, Board of Directors of the Louisiana State Museum, Louisiana Naval War Memorial Commission, and the Kenner Naval Museum Commission. The following boards and commissions are not required to filed personal financial disclosures pursuant to La. R.S. 42:1124.2.1: Encore Commission, Louisiana Council on the Social Status of Black Men and Boys, Louisiana Seafood Promotion and Marketing Board, Louisiana Archaeological Survey and Antiquities Commission, Louisiana Folklife Commission, Louisiana National Register Review Committee, Louisiana Historic Cemetery Trust Fund Advisory Board, State Parks and Recreations Commission, Atchafalaya Trace Commission, Louisiana Byway Commission, Louisiana Tourism Development Commission, Board of Commissioners of the State Library of Louisiana, State Board of Library Examiners, and the Louisiana Civil Rights Museum Advisory Board.

Advisory opinion that Louisiana Code of Governmental Ethics would require certain boards and commissions within the Department of Culture, Recreation & Tourism to file disclosure statements in accordance with La. R.S. 42:1124.2.1

Advisory opinion that the Louisiana Code of Governmental Ethics would not prohibit a Councilman for the City of Mandeville from participating and voting on matters involving the Port Marigny Project, while his father owns land across the street from the project, since the development and any traffic improvements could potentially affect all 25 parcels of land located across the street and his father’s interest would be no greater than any member of this class.

Advisory opinion that a utility collector, within the City of Abbeville Utilities Collections Department, would not be prohibited by the Louisiana Code of Governmental Ethics from officiating the City of Abbeville Parks and Recreation basketball games, as she would not be contracting with her agency, the Utilities Collections Department, but with the Parks and Recreation Department.

Advisory opinion that a Caddo Parish Commissioner would not be prohibited, by the Louisiana Code of Governmental Ethics, from serving as an uncompensated board member for the Camping World Independence Bowl Foundation, Christian Services Program, Minority Supplier Institute, and Goodwill Industries of Northwest Louisiana and also would not be prohibited from participating in transactions as a Commissioner in which the Program or Goodwill has a substantial economic interest, as they are charitable, religious, and/or public service organizations. The Commissioner, however, would need to recuse herself from voting on any matter in which the Foundation or the Institute has a substantial economic interest.
