RE: Advisory opinion request regarding the proper use of public funds by the Amite River Basin Drainage and Water Conservation District. Facts: The Amite River Basin Drainage and Water Conservation District (ARBC) and the United States Army Corps of Engineers (USACE) are currently official partners in a construction project. Every few years there is formal ceremony recognizing a change in command at the USACE in New Orleans. The cost to attend the ceremony and reception is $50.00. Recommendations: Decline to render an advisory opinion and refer Mr. Rietschier to the Attorney General's Office regarding the proper use of public funds.
