Advisory opinion request regarding whether Daniel Blanchard, a current employee of Jefferson Parish Sheriff's Office, may provide real estate appraisal services to his former agency after he terminates his employment.
Facts:
Daniel Blanchard is currently employed with the Jefferson Parish Sheriff's Office (JPSO) as the Assistant Judicial Commander of the Civil Department where he in recent years has been directly supervised by Linn Dufrene, Judicial Sales section supervisor, and Michael Cyprian, Commander of the Civil Department. Mr. Blanchard's duties generally consist of clerical tasks and assisting in the review of real estate appraisals for JPSO's weekly auctions. Upon his termination from JPSO, Mr. Blanchard would like to provide contract appraisal services to JPSO. Contract appraisers provide such services. Mr. Blanchard did not appraise property during his employment with JPSO.
Law:
Section 1121B(1) of the Code prohibits a former public employee, for a period of two years following the termination of his public employment, from assisting a person for compensation in a transaction or in an appearance in connection with a transaction in which he participated at any time during his public employment.

Section 1121B(1) goes on to prohibit a former public employee, for a period of two years following the termination of his public employment, from rendering any service which such former public employee had rendered to the agency during the term of his employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.

Recommendations:
Adopt the proposed advisory opinion.
