RE:
Request the Board waive the $840 campaign finance late fee assessed against Edward L. Brown, a candidate for Tensas Parish Sheriff in the October 22, 2011 election, whose Supplemental campaign finance disclosure report was filed 14 days late.
Facts:
In connection with his request that the Board waive the late fees assessed for the late filing of the report, Edward L. Brown states that he truly intended to file the report timely and electronically but was unable to do so because he did not have computer or internet access at the time. In order to file the report he had to obtain another computer and reenter the data. He faxed the report on February 19, 2013 without knowing that it is required to be filed electronically. States that he had to have Ethics IT staff assist him to reload security information on new computer to submit the report using LEADERS. This is Mr. Brown's six election.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
