RE:
Request the Board waive the $900 and $2,000 campaign finance late fee assessed against Lourdes Moran, a candidate for Member of Orleans Parish School Board, District 4, in the November 6, 2012 election, whose Supplemental and 10-G campaign finance disclosure report was filed 15 and 202 days late.
Facts:
In connection with his request that the Board waive the late fees assessed for the late filing of the reports, Scott Moran on behalf of Lourdes Moran states he is the one responsible for filing the reports. He did not realize the deadline had passed until Ms. Moran asked him if all the reports had been filed. He filed the report as soon as he could after discovering it was late. He also states that he had limited computer access at the time which contributed to the delay by a few days. He states that he doesn't believe he has ever been late filing or missing a report before, except for one report that was a few days late back in 2005 or 2006 on which the fine was paid.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
