Stacie Massey is employed by DNR, Office of Conservation, Product Audit Section, as a Mineral Production Supervisor. Ms. Massey supervises employees who audit monthly oil production reports. She would like to become perform outside services for Theopholis Oil, Gas, & Land Services, LLC.
Ms. Massey would like to perform GIS analyst services for Theopholis Oil, Gas & Land Services. These duties would include drawing Plats for the bids and nominations that will be turned over to Department of Natural Resources, Office of Mineral Resources.
Theopholis Oil, Gas, & Land, Services is a consulting company that prepares and turns in bids and nominations to the Office of Mineral Resources; however, the company does not have any relationship with, nor is it monitored by, the Office of Conservation.

R.S. 42:1111C(1)(a) of the Code prohibits a public employee from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
R.S. 42:1111C(2)(d) prohibits a public servant from accepting any thing of economic value for or in consideration of services rendered from a person who has or is seeking to have a contractual, business, or financial relationship with the public servant's agency.
