RE:
Request that the Board waive the $2,000 and $1,000 campaign finance late fees assessed against LA Republican Party of Caddo Parish, whose two (2) Monthly campaign finance disclosure reports were filed 25 and 5 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the reports, Harold Coates, Chairman and Neil Carlisle, Treasurer states that due to recent changes in a number of their executive officers they have missed their filing deadline. He states that they have set up an electronic filing process that will help reports to be submitted in a timely manner. He also states that they normally have their monthly bank statements in hand before submitting the reports but for the past number of months they have not been getting a bank statement delivered to their office.

They have confirmed the address with the bank and have discussed the matter with the post office and other residents in the building to find out where the bank statements may be routed. This is a serious issue to them notwithstanding how it relates to late filings. He further states that in the case of the April report, they only received $870 in donations and made no contributions to candidates. In June they had no donations and no contributions to candidates.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
