RE:
Request that the Board waive the $240 campaign finance late fee assessed against Billy Hebert, a candidate for State Representative, 53rd District, Terrebonne Parish in the October 22, 2011 election, whose Supplemental campaign finance disclosure report was filed 4 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Billy Hebert states that the board sent him a letter regarding the expenditures on his campaign report and the timing of the expenses. In the process of making the changes and filing the changes using the leaders program the cash balances were changing on his financial report. He states that he had 60 days to correct the cash balances or he would be fined.

He states that there were no instructions on how to make these corrections. He says he was working with our IT Dept. and Mr. Dawson. While making the corrections with Mr. Dawson he was informed he was required to file an Annual report which he did file, however it was late. He also states that February 15th the due date is a Friday and he filed on the 19th which was a Tuesday and that our office is closed on weekends. He says he closed his account completely and no longer will run for political office again.
