Ms. Collins began the Lobbyist online registration in April and after doing the training she learned that the Lobbying she was doing did not require registration by statute since it was "less than 20% of the total activity performed" for her clients." She did not complete the online registration until May 29, 2013. Ms. Collins also states she did not have access to the April expenditure report form until she called the office on June 4, 2013. She was granted access and filed the same day.

La. R.S. 24:53(A) requires a lobbyist to register within 5 days of their first action requiring registration. La. R.S. 24:55(A). Each lobbyist registered under the provisions of this Part shall file with the board, in the manner provided in this Section, a report of all expenditures incurred for the purpose of lobbying. La R.S. 24:58D Any person required to register and who fails to timely register and any person who fails to timely file any report required by this Part shall be assessed, pursuant to R.S. 42:1157, a late fee of fifty dollars per day.
