In connection with his request that the Board waive the late fees assessed for the late filing of the report, Marlon J. Horton states that during his campaign he received help from others, however, afterward his assistants went back to their daily routines leaving him to figure some things out. He spoke to someone and to the best of his knowledge he thought he was done. He further states that he is out of work because of his disability and he is going through a custody dispute.
He has a new address because of the custody dispute and he did not receive any notices until recently when they were mailed to his mother's address. He further states that he is raising 3 of his 4 children on a zero income as he waits on a decision from the State of Louisiana Disability division. He asks that the board forgive him that he misunderstood and allow the fees to be waived.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
