| Advisory opinion regarding whether Lambert Hassinger, member of the Non-Flood Protection Management Authority and counsel of record for DOTD, may represent a local housing authority. |

Mr. Hassinger currently serve as a member of the Non -Flood Protection Asset Management Authority, a political subdivision, charged by law with management and operation of the non-flood assets formerly held by the Orleans Levee District (airport, marinas, parks, etc.). He also represents the State of Louisiana in litigation, through the Attorney General's Office. Specifically, he represents DOTD in the pending Deep Water Horizon litigation. He would like to represent a local public housing authority the representation will totally be unrelated to the services provided to the Non-Flood Authority or the current litigation that involves DOTD.

Section 1113A(1)(a) prohibits public servants, their immediate family members, or legal entities in which they have a controlling interest, from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
