Ben Taylor, Jr. is the executive director of Lake Charles Housing Authority and has the sole responsibility for hiring and firing employees. Deborah Doshier, the mother of Jeremy Edwards, supervises the housing managers ensuring compliance with all HUD and Housing Authority rules and regulations.

Section 1119A of the Code prohibits an immediate family member of an agency head from being employed in his agency.
Section 1102(2) of the Code defines "agency" as a department, office, division, agency, commission, board, committee, or other organizational unit of a governmental entity.
Section 1102(3) of the Code defines "agency head" as the chief executive or administrative officer of an agency or any member of a board or commission who exercises supervision over the agency.
