Untimely PFD Answer submitted by Johnny Jeanise, a former member of the Houma Terrebonne Housing Authority, in response to a notice of delinquency received requesting he file his 2011 Tier 2.1 annual pfd.
Facts:
The answer was due by May 20, 2013 and was filed on May 23, 2013. No reasons were given as to why the answer was filed untimely.

Mr. Jeanise states that he is terminally ill and unable to fill out the disclosure statement. He also states that no late fee be assessed due to his health and inability to pay. Mr. Jeanise submitted a letter from his doctor stating that he is critically ill which is hindering his ability to discharge all requirements of his prior public appointment.

Pursuant to a phone conversation with Mr. Jeanise, he believes we are trying to put a dying man in prison and he stated that he has sent all of his documents to the White House and Congress. He states that his doctors do not know why the federal government has not hired a lawyer for him to sue the state of Louisiana.

Law:
La. R.S. 42:1124.2.1 requires financial disclosure for each member and designee of a board or commission which has the authority to expend, disburse or invest $10,000 or more of funds in a fiscal year on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office.

Recommendations:
Advise he is not required to file his final report.
