James Gobert is an appointed member of the Chennault International Airpark Authority Board. He owns Lake City Trucking, which has occasionally subcontracted with HD Truck & Tractor Service to provide dump trucks. HD Truck & Tractor Service placed the lowest bid for work to be performed at Chennault International Airpark and Mr. Gobert is considering subcontracting on this project through his company, Lake City Trucking. Chennault International Airpark Authority Board has jurisdiction over the Chennault International Airpark.

Section 1113B of the Code states that other than a legislator, no appointed member of any board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest shall bid on or enter into or be in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
