The Ethics Board addressed similar issues in Docket # 2012-1940.

Section 1111A of the Code states that a public servant may not receive any thing of economic value other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of his office or position.
Section 1116A of the Code prohibits a coercion or compulsion by a public servant to require another to make a contribution to the purchase of the gift.
