Request that the Board waive the $600 and $240 campaign finance late fee assessed against Lea Reid Williams, a candidate for Parish President, West Feliciana Parish, in the October 19, 2013 election, whose 30-P and 10-P campaign finance disclosure reports were filed 11 and 4 days late.
Facts:
In connection with her request that the Board waive the late fee assessed for the late filing of the report, Lea Reid Williams states that she read the instructions as to indicate that provided there were no contributors to her campaign and that she had spent less than $5,000 that there was no need to submit the campaign finance disclosure reports. She subsequently discovered that all expenditures must be reported regardless of the $5,000 limitations as per the instructions.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
