| Advisory opinion request regarding secondary employment of Carissa L. Bokelberg, an employee of Metropolitan Human Services District. |

Carissa L. Bokelberg is currently working as a Psychologist 4 for Metropolitan Human Services District (MHSD) and would also like to work part time in her private practice, NOLA Psychological Services, LLC (NOLAPS). The work she does at MHSD, mainly overseeing developmental disability evaluations and managing contracts, is completely unrelated to the type of service she will provide at NOLAPS. In addition, NOLAPS will not provide services to clients who qualify to receive the same or similar services to MHSD. Ms. Bokelberg will not refer clients from MHSD to NOLAPS and she will not accept clients who have been served at MHSD.

Section 1111C(1)(a) of the Code prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is substantially devoted to the responsibilities, programs, or operations of the public servant's agency and in which the public servant has participated. Section 1112 of the Code prohibits a public servant from participating in a transaction in which the public servant has a substantial economic interest.
