Jeff Edgecombe is a contractor in Plaquemines Parish. He states that on September 12, 2013, a construction permit for Mr. Marks came before the Plaquemines Parish Council. Mr. Edgecombe states that it was understood at the time that the permit came before the Council that the consumer, Mr. Marks, had already obtained a contractor. The permit was approved by the Council. Mr. Edgecombe participated in the vote to approve the permit. On September 13, 2013, Mr. Edgecombe received a call from the consumer requesting his services as a contractor. The consumer, Mr. Mark, stated that he obtained Mr. Edgecombe's referral from Pivach Real Estate Agency. Mr. Edgecombe stated that he was under the impression that the consumer had a contractor when the Council voted. The consumer stated that the original contractor raised the price and couldn't do the project.

Section 1111C(2)(d) of the Code prohibits a public servant from accepting anything of economic value for services provided from a person who has a business, contractual, or financial agreement with his agency.
