Request that the Board waive the $400 and $920 campaign finance late fees assessed against Earnestine Coleman a candidate for Parish Commission Member, District 5, Caddo Parish in the October 19, 2013, whose 30-P and 10-P campaign finance disclosure reports were filed 39 and 23 days late.
Facts:
In connection with his request for a waiver of the $400 and $920 late fees assessed for the late filings of the 30-P and 10-P campaign finance reports, Earnestine Coleman states that she is requesting a waiver because this is the first time for her. She entered into this election not knowing anything about filing fee, or filing reports and certainly not as many reports that need to be filed. She states that from many, many years ago she knew a report was to be filed at the end of the campaign. She says she was alone in this election, she had no campaign manager, started with a little savings and her monthly income. She further states that she wanted to serve her community, the seat was open and she does have experience. She lived in the district since 1972. She says she just wanted to make a difference and try to help Caddo Parish and her district.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed.
