HD Truck & Tractor Service has contracted with the Chennault International Airpark Authority to construct a building at Chennault International Airpark. James G. Gobert, a member of the Board of Commissioners of the Chennault International Airpark Authority Board, owns 100% of Lake City Trucking, which has a fleet of trucks that provides hired dump trucks and drivers to various businesses.
Lake City Trucking has had a long-standing business relationship of hiring its dump trucks to HD Truck & Tractor Service. It is likely that one or more of Lake City Trucking's hired trucks will be directed by HD Truck & Tractor Service to deliver or remove dirt or other materials at the Chennault International Airpark construction site. The Chennault International Airpark Authority has jurisdiction over the Chennault International Airpark.

La. R.S. 42:1111C(2)(d) prohibits a public servant and any legal entity in which the public servant exercises control or owns an interest in excess of 25% from providing compensated services to a person that has or is seeking a business, contractual or financial relationship with his agency.
La. R.S. 42:1102(8) defines "controlling interest" as any ownership interest in any legal entity or beneficial interest in a trust, held by or on behalf of an individual or a member of his immediate family, either individually or collectively, which exceeds 25% of that legal entity.
La. R.S. 42:1102(20.1) defines "service" as work, duties, or responsibilities, or the leasing, rental, or sale of movable or immovable property.
