| Advisory opinion regarding whether the Mayor for the Town of Hornbeck, Clarence Beebe may be employed with the Louisiana Rural Water Association (LRWA) when the Town is a member of the association. |

Mr. Beebe is the Mayor for the Town of Horbeck. The Town is a member of the LRWA and receives training and advice through webinars, workshops, and attendance at an annual convention.
The LRWA is a non-profit organization established in 1978 to assist small water and wastewater systems through training, on-site technical assistance, and state operator certification. The assistance is geared toward the operation and maintenance of water and wastewater systems and the assistance in understanding the rules and regulations of said operation. As a member of the association small municipalities can receive water and/or wastewater system, on site technical assistance, and free statewide training sessions. Mr. Beebe states that if the Town's membership is an issue that the Town will discontinue its membership. Membership dues are $300 annually.
