Advisory opinion request from Natalie Lopez-Robin, Councilwoman for the City of New Iberia, regarding her attendance at a Mardi Gras ball in South Carolina.
Facts:
Natalie Lopez-Robin, Councilwoman for the City of New Iberia, requested an advisory opinion regarding her attendance at a Mardi Gras ball in South Carolina. She stated that she would pay for her flight and all leisure activities, but that her friend, Geri Frederick, who lives in her district, would pay for her hotel room. Ms. Frederick has no ownership interest in any business and has no financial interest in the City of New Iberia.

Ms. Robin has withdrawn her request for an advisory opinion because the trip she will be attending is scheduled for February 6, 2014, which is prior to the Ethics Board considering her request at the February meeting.

Law:
La. R.S. 42:1111A(1) prohibits a public employee from receiving anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of his office or position.

La. R.S. 42:1115B(1) prohibits a public servant from soliciting or accepting, directly or indirectly, any thing of economic value as a gift or gratuity from any person or from any officer, director, agent, or employee of such person, if such public servant knows or reasonably should know that such person has or is seeking to obtain contractual or other business or financial relationships with the public servant's agency.

Recommendations:
Decline to render an advisory opinion.
