Advisory opinion regarding Curtis Roller, a member of the Ward Four Fire Protection District and District Fire Chief, renting office space from the Ward Four Fire Protection District. |

First Issue:
Curtis Roller serves as the Secretary/Treasurer of the Ward Four Fire Protection District of Jackson Parish and also serves as the District's Fire Chief. Mr. Roller also owns and operates a fire department consulting company named Louisiana Firefighter Services.
The Ward Four Fire Protection District has an office in the central fire station. Mr. Roller performs services for the Fire District out of this office. Mr. Roller would like to do paperwork for his business out of the Fire District's office or Mr. Roller would like to rent office space from the Ward Four Fire District.
Second Issue:
Scott Nunn and Jeff Burns are employees of Louisiana Firefighter Services. Mr. Nunn and Jeff Burns would like to provide compensated services to the Ward Four Fire Protection District.

La. R.S. 42:1113A states no public servant, or a member of such a public servant's immediate family, or a legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
La. R.S. 42:1111A prohibits a public employee from receiving anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of his office or position.
La. R.S. 42:1111C(2)(d) provides that no public servant and no legal entity in which the public servant exercises control or owns an interest in excess of twenty-five percent, shall receive any thing of economic value for or in consideration of services rendered, or to be rendered, to or for any person or from any officer, director, agent, or employee of such person, if such public servant knows or reasonably should know that such person has or is seeking to obtain contractual or other business or financial relationships with the public servant's agency.
