Regina Watson is a full-time school social worker with the Lafayette Parish School System (LPSS). She provides individual and group counseling as well as referrals of needed services to children in an alternative school setting. Some of the children she services in the LPSS are special education students whose services she bills through the Special Education Reporting Systems (SERS). This is the only billing she does through the LPSS.
She also has a private practice. She receives referrals to this practice through Magellan of Louisiana. She currently only provides therapy to adult clients in her private practice. Referrals for children from St. Landry and Evangeline Parish are now being sent to her private practice from Magellan. Billing for these services would be done through Magellan of Louisiana.

1111A prohibits public servants from receiving anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of her office or position.
1111C(1)(a) prohibits a public servant from receiving anything of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
