In connection with a request that the Board waive the $360 campaign finance late fee assessed against Asa Allen Skinner, a candidate for District Attorney, 30th Judicial court, Vernon Parish in the October 4, 2008 election, whose 2013 Supplemental campaign finance disclosure report was filed 6 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Asa Skinner states that he filed the required Supplemental Report on February 24, 2014. He says the report was prepared and lodged online with Leaders Software on January 17, 2014. He states that Lester Kees prepared the report with the assistance of Mr. Dawson on January 17, 2014. Mr. Kees did not realize that the report had to be "submitted" in order to be filed upon finishing the report. Mr. Kees contacted Mr. Dawson on February 24, 2014 upon receipt of the Notice of Delinquency where upon Mr. Dawson advised Mr. Kees the report had to be submitted and assisted Mr. Kees in submitting the report. He says he is requesting due consideration to be given to the fact that the report was prepared well before the deadline and was not timely submitted due to unfamiliarity of the Leaders Software by Mr. Kees. He asks to please consider to waive any late fees in light of this explanation and further states that the oversight will not happen again.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
