In connection with his request that the Board waive the late fee assessed for the late filing of the report, Daniel Stretcher states that an attempt was actually made to timely file the report. He states that Gail Hannon, a member of the campaign committee, was assigned to complete and electronically file the 2013 campaign report.
On January 28, 2014, more than two weeks before the filing deadline, Ms. Hannon entered the actual report data in the required fields and electronically submitted the report. She believed that she had completed the process of electronically filing the 2013 campaign report, but apparently the report Ms. Hannon filed was actually rejected by the system. On Saturday February 22, 2014 Daniel Stretcher received a certified letter informing him that the report had not been filed. The next business day, Monday February 24, 2014, Daniel Stretcher spoke with Gail Hannon regarding the filing.
Ms. Hannon was very surprised at receiving the notice as she believed that she had filed the report on January 28, 2014. Ms. Hannon contacted the Louisiana Board of Ethics and was advised that the initial electronic filing had been rejected. Next she attempted to file the report while remaining on the phone with an employee of the Board of Ethics. At that time the electronic filing was again rejected and it was discovered that the wrong candidate number was being used.
Once the appropriate campaign number was inserted the report was accepted on February 24, 2014. They state that the above facts are supported by the affidavit of Gail Hannon, which is attached for the board's review.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S.42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
