In connection with his request that the Board waive the late fee assessed for the late filing of the report, Alex D. Chapman states he would like to call the Board's attention to his timely paper filing of his candidate's report dated February 17, 2014 and post marked February 18, 2014. Upon being informed of needing to file electronically, his one person committee, Phyllis Lafleur communicated with Mr. Gene Dawson, who walked her through the electronic filing process which was filed on March 11, 2014.
He further states that for the period in question, 2013, his campaign only took in $600 which came from family members. Currently his campaign committee checking account balance is $1,101.49. He says he is trying to run a low tech, low budget campaign for a minor judiciary position which also brings into play compliance with the Louisiana Supreme Court.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty as provided in R.S. 42:1157 for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
