RE:
Request for an advisory opinion regarding the future ethics requirements of Donna Washington, representative of Region 3, LAT Workforce Investment Board.
Facts:
Ms. Washington was to represent the Terrebonne Economic Development Association (TEDA) as a member of the LAT Workforce Investment Board. After her appointment to the Workforce Investment Board, her position as Vice-President of Operations for TEDA was terminated. TEDA has since been placed under the Terrebonne Parish Government operations for the next two years. Ms. Washington has not engaged in any board activities because the LAT Workforce Investment Board has not met or conducted any board business.
Law:
Rule 601 of the Rules for the Louisiana Board of Ethics- The Board shall receive requests for advisory opinions filed with it by "affected persons." The Board may decline to render an opinion with regard to any such request.

Rule 101of the Rules for the Louisiana Board of Ethics- defines "affected person" as any person or governmental agency, or the authorized representative of such agency with a demonstrable and objective interest in the Board's interpretation, construction, and application of any law within the Board's jurisdiction.

Recommendations:
Decline to render an opinion for lack of standing.
