| Advisory opinion regarding Compliance EnviroSystems (CES) hiring David Guillory, the former Director of Public Works for the Parish of East Baton Rouge. |

Mr. Guillory is the current director of Public works for the City of Baton Rouge and East Baton Rouge Parish (DPWBR). CES would like to hire Mr. Guillory with a tentative start date as marketing director for May 21, 2014. CES presently has a contractual relationship with DPWBR wherein it provides a range of sanitary and storm sewer system evaluation services.

1121A(1) no former agency head shall, for a period of two years following the termination of his public service as the head of such agency, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that agency or render any service on a contractual basis to or for such agency.
1121B(1) No former employee shall, for two years following the termination of his public employment, assist another person for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed.
Section 1102(12) as the state or any political subdivision which employs the public employee or employed the former public employee.
