Dr. Stephen B. Morris currently serves as a board member of the Lafourche Parish Hospital Service District No. 2 and has been offered an opportunity to contract with Ochsner St. Anne General Hospital to serve as its Medical Director. Ochsner St. Anne General Hospital is owned and operated by Lafourche Parish Hospital Service District No. 2. The 2010 federal census states that Lafourche Parish has a population of 96,318.

La. R.S. 42:1111C(2)(d) prohibits a public servant from receiving compensation for services rendered to any person who conducts operations or activities which are regulated by the public servant's agency.
La. R.S. 42:1123(18)(a) allows a licensed physician who is a member of a board of commissioners for any hospital service district located within a parish which has a population of 125,000 or less from contracting with the hospital over which the board exercises jurisdiction. However, such licensed physician shall recuse himself from participating in any transaction before the board relating to any contracts entered into by him and permitted by this Paragraph.
