Mr. Knotts, the Director of Human Resources for Northwestern State University submitted an advisory opinion request concerning whether a restaurant owned by the husband of the Director of Student Programs would be prohibited by Section 1113 of the Code of Governmental Ethics from contracting with the University. The Board staff attempted to gather additional information from Mr. Knotts on multiple occasions from December 2013 to present and no response was received.

R.S. 42:1113A states no public servant, or a member of such a public servant's immediate family, or a legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
