Advisory opinion request regarding Carla Smith, a former employee of the Criminal District Court, contracting with the Court on a temporary basis to monitor legislative activity during the legislative session.
Facts:
Orleans Parish Criminal Court Judge Laurie White has requested an advisory opinion regarding whether Section 1121B(1) of the Ethics Code would prohibit Carla Smith, a former employee of the Criminal District Court, from contracting with the Court on a temporary basis to monitor legislative activity during the legislative session.
Judge White provides that, On October 31, 2013, Ms. Smith retired her position as Deputy Judicial Administrator after 30 years of service as an employee of the Court. As part of Ms. Smith's job duties as Deputy Judicial Administrator she was tasked with monitoring the legislative session for the Court.

Law:
La. R.S. 42:1121B(1) No former public employee shall, for a period of two years following the termination of his public employment, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following termination of his public employment, render any service which such former employee rendered to the agency during his public employment on a contractual basis, regardless of the parties to the contract, to for, or on behalf of the agency with which he was formerly employed.
Recommendations:
Adopt the proposed advisory opinion.
