Advisory opinion regarding the application of the post-employment restrictions to Wendi French, a former GIS Manager within the Information Services Section of the East Baton Rouge City Parish System. |

Wendi French was employed with the East Baton Rouge City Parish from February 2006 until March 3, 2014 as a GIS Manager within the Information Services Section. Ms. French provided mapping services to the City Parish. Ms. French is now seeking employment opportunities to provide hourly contract mapping services to produce mapping reports and documents from field data to help executive oversight understand complicated situations. Ms. French does not provide original programming services, she only provides labor service hours on nationally available software tools. Ms. French is seeking advice as to the application of the post-employment restrictions.

La. R.S. 42:1121A(1) provides no former agency head or elected official shall, for a period of two years following the termination of his public service as the head of such agency or as an elected public official serving in such agency, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction, involving that former agency or render any service on a contractual basis to or for such agency.
