John Morris was elected to the school board on March 11, 2013 and took office that same month. Mr. Morris states that he conferred with school board staff and it was incorrectly assumed he was not required to file the disclosure since the staff thought it applied to only full-time employees. After attending the Louisiana School Board Association 2014 Annual Conference where he attended Ethics Training, he learned that he was required to file the disclosure even if the immediate family member is only a substitute. Mr. Morris states that had he known this, the form would have been timely filed.

La. R.S. 42:1119B(2)(a)(iii) requires that within thirty days after the beginning of each school year, any school board member or superintendent whose immediate family member is employed by the school board shall file a disclosure statement with the Board of Ethics stating the facts of such employment. Any person who fails to timely file a disclosure statement may be assessed a late fee of fifty dollars per day, not to exceed $1,500.
