Request that the Board waive the $400 campaign finance late fee assessed against Arthur Champ Jr., an unsuccessful candidate for Councilman, District 5, City of St. Martinville, St. Martin Parish in the April 5, 2014 election, whose EDE-P campaign finance disclosure report was filed 10 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Mr. Arthur Champ Jr. states that he called the Ethics Board at the beginning of his campaign and was told the only report he would have to file was on election day and he states that is what he did. He states he lost the election and now he is on a fixed income. He says his wife passed away in 2012 and he is now paying her hospital bills. He is asking the board to waive the $400 due to his financial situation.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
