In connection with the request that the Board reconsider to waive the late fee assessed for the late filing of the report, Mr. Johnson's brother, Sheldon Johnson, states that he was the secretary/treasurer for the campaign. He says that in October 2011 while training to be a LSU police officer, he had developed a coughing episode that he coughed so hard he cracked his ribs. That same day he started getting extreme pains when he coughed, sneezed or laughed hard. That continued for several weeks until he decided to seek medical help.
After going to 6 doctor's appointments with three different doctors and two hospital emergency visits he could hardly walk because he was in so much pain. After a four day stay and numerous test it was determined that he had multiple myeloma, a type of cancer that produces plenty of white blood cells that attached to the bones and make them weak and fragile. He states that he started cancer treatment in April 2012 and the treatment lasted 7 to 8 months. The treatment consisted of chemotherapy, taking various medications, having blood test weekly, and getting shots weekly. He states that after he was in remission he remained in pain so he was advised to seek a bone marrow transplant. This took several months and was done in August of 2013 and he is still under the doctors care. He states when staying in New Orleans for weeks at a time he had to have someone with him 24/7 and his brother Mr. Johnson stayed with him because his wife was unable, due to her job.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
