In connection with his request that the Board waive the late fee assessed for the late filing of the report, Brad Rummel states that he retained the services of James Hartman and Associates as his campaign consultant. In his discussions with Mr. Hartman and his staff, he was advised that he would not need to file his financial documents, i.e. expenses and contributions until after qualifying. He states he became an official qualified candidate the week of February 10, 2014. Upon doing so, he states he filed financial disclosure documents and was advised at the clerk's office that his first filing would be due by March 26, 2014. He said he did so accordingly and reflected all of his contributions from his first date of collection through March 26, 2014. Mr. Rummel received a letter from the campaign finance department after he filed his 30-P report requesting that he amend his 30-P report and file an Annual by May 9, 2014. The Annual report was filed on May 9, 2014.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
