RE:
Request that the Board waive or reduce the $280 campaign finance late fee assessed against John Vance, a candidate for Council Member, City of Central, East Baton Rouge Parish, in the April 5, 2014 election, whose 10-G Report was filed 7 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, John Vance states that he would like to ask for the Board's consideration in the reduction of the fine assessed for failure to file a timely campaign report. He states that he was elected on the election date of April 5, 2014. The following election on May 3, 2014 was a runoff election for the remaining council seat in the City of Central. After review of the documentation provided by the campaign finance office it was clear that he was required to file for that election even though he did not participate.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
