Joann Sigur is married to Michael Sigur. Mrs. Sigur has served as the council assistant to the District 2 Councilmember for the City of Kenner. The Charter for City of Kenner allows each councilmember to hire and supervise their council assistant. Mrs. Sigur has been continuously employed as council assistant for the District 2 Councilmember since September 28, 2009.
Michael Sigur will begin his term as District 2 Councilmember on July 1, 2014. This position is part of the governing authority of the City of Kenner.

Section 1119B(1) states no member of the immediate family of a member of a governing authority or the chief executive of a governmental entity shall be employed by the governmental entity.
Section 1119C(2) provides an exception to this rule. It provides that the provisions of this Section shall not prohibit the continued employment of any public employee provided that such employee has been employed in the agency for a period of at least one year prior to the member of the public employee's immediate family becoming the agency head.
Section 1112B(1) prohibits a public servant from participating in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
