| Advisory opinion request regarding whether members of the Super-Regional Rail Authority are required to file annual personal financial disclosure statements. |

Pursuant to the Louisiana Intrastate Rail Compact, La. R.S. 35:2170 et.seq., the Super-Regional Rail Authority was established by and between Ascension Parish, the City of Baton Rouge, the City of New Orleans, Jefferson Parish, and St. John the Baptist Parish. The Authority has the power to collect and expend funds; however, at this time the Authority generates no funds, has no assets, and anticipates no financial transactions in the coming year.

La. R.S. 42:1124.2.1 requires financial disclosure for each member and designee of a board or commission which has the authority to expend, disburse or invest $10,000 or more of funds in a fiscal year on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office.
