Advisory opinion request regarding the Director of Clinical Services for the Northeast Delta Human Services Authority recommending an employee apply for a vacant supervisor 2 position.
Facts:
Blake Leblanc is the Director of Clinical Services at Northeast Delta Human Services Authority. Mr. Leblanc was on the interviewing committee for the supervisor 2 position. Mr. Leblanc told Ella Washington to apply for the supervisor 2 position.
Mr. LeBlanc has subsequently resigned from his services with the NDHSA.

Law:
Section 1112B(2) of the Code of Ethics prohibits a public servant from participating in a transaction involving the governmental entity in which, to his actual knowledge, any person in which he has a substantial economic interest of which he may reasonably be expected to know.
Recommendations:
Decline to render an opinion.
