The Pointe Coupee Parish Police Jury provides a vendor for concessions to the baseball and softball programs at False River Park. The Police Jury has supervision and jurisdiction over the concessions vendor. According to a copy of the vendor contract, the Recreation Director would sign the contract on behalf of the Police Jury. Further, the Recreation Director provides a permanent structure for concessions, involved with the menu and pricing offered; and provides the Recreation Department with detailed accounting sales.
Sal Genusa, Sr. was the only bid submitted and approved. Mr. Genusa's son, Sal Genusa, Jr. is the Recreation Director.

R.S. 42:1113A states no public servant, or a member of such a public servant's immediate family, or a legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
