Both Richard and Ezra Madrigal are volunteer firemen for Ward 5 Fire District (District). The District currently reimburses volunteers $10 per call or training session attended up to $500 annually. The District hires its volunteers to perform part-time jobs for pay. Richard was appointed to the District Board on 2/14/2014. Since the appointment, he has not performed any part-time pay jobs. Ezra began his service with the District on 6/11/2013.The District is interested in hiring Ezra as a full-time paid employee.

Section 1111A(1) states that no public servant shall receive anything of economic value, other than compensation and benefits from the governmental entity to which he is duly entitled, for the performance of the duties and responsibilities of his office or position.
Section 1113B states other than a legislator, no appointed member of any board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest shall bid on or enter into or be in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
Section 1119A states that no member of the immediate family of an agency head shall be employed by his agency.
