Request that the Board waive the six $1,000 campaign finance late fees assessed against LaToya F. Julien, a candidate for councilman, District 3, St. John the Baptist Parish in the October 22, 2011 election who failed to file her 10-G, 30-P, 10-P, EDE-P, 2012 Supplemental and 2013 Supplemental campaign finance reports.
Facts:
In connection with her request that the Board waive the late fee assessed for failing to file the required reports, LaToya Julien states that she filed her report in "a timely manner" and it was found to be "incomplete". She states that she was sent what was supposed to be a complete packet of documents that were required to be filed. It is unclear to her why the forms 30-P, 10-P, EDE-P and 10-G were not in the packet. She states after her report was found to be "incomplete" why was she not assisted properly. She states that due to the storm (Isaac) she was not able to retrieve information in a timely manner. She states that she has done her best to comply with all statues related to campaign finance disclosure. However, she says that she continues to receive harassing court related documents. She said she is appealing/disputing the fines levied against her, as they seem to be an abuse of power and excessive.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
