The President of the Community Center and Playground District No. 1 of Ward 6 ("District") seeks an advisory opinion as to whether Chad Kellogg, an appointed board member of the District, may contract with the City of DeQuincy to make electrical repairs to a recreation center which the District oversees. The District has a Joint Services Agreement with the City of DeQuincy which requires the city to hire a contractor to make the electrical repairs and to seek payment from the District. The city would then pay the contractor for his services.

La. R.S. 42:1113 prohibits public servants, their immediate family members, or legal entities in which they have a controlling interest, from entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
