RE:
Request that the Board waive the $1,000, $1,000 and $1,000 campaign finance late fees assessed against Juanita Woods, a candidate for Councilman, District 3, City of Monroe, Ouachita Parish in the November 6, 2012 election whose 10-G, EDE-G and 40-G reports were filed 428, 448 and 398 days late.
Facts:
In connection with her request that the Board waive the late fees assessed for the late filings of the reports, Juanita Woods states that as a novice to the political arena, she lost sight of the administrative details of running for public office and she is truly sorry. She states that there were three major players in her campaign, which was her mother, her sister and herself. She states that immediately following the runoff election, her mother's twin sister lost her husband of more than fifty years and became ill.
Her mother went to be with her aunt and left her to attend to her 12 year old twin niece and nephew. She states that her mother's twin sister passed away, then her mother became ill and was hospitalized and needed her attention. She says that with this chain of events, she totally lost focus of her obligations as a political candidate. She states that she is not financially able to pay such a large amount of money at this time.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
