Ms. Moore is an executive assistant at the Department of Juvenile Service. She does not counsel youth. Staff send referrals of cases to her agency. She has the option to accept or deny these cases if they are referred. She was a mental health therapist for Shoulders of Strength but no longer works there as of August 29, 2014.

La. R.S. 42:1111C(1)(a) provides that no public servant shall receive anything of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs or operations of the agency of the public servant and in which the public servant has participated.
