Advisory opinion concerning Ms. Paula Rodriguez potentially entering into contracts with state agencies to serve as an interpreter.
Facts:
Ms. Rodriguez terminated her employment with the Louisiana School For the Deaf in January of 2010. She received the accreditation of Licensed Clinical Social Worker and is being sought by agencies to provide consultation and counseling services for their clients who are deaf and hearing impaired.

Law:
Section 1121B prohibits a former public servant, for a period of two years after the termination of their public service from assisting another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following termination of his public employment, render, any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.

Section (2) of 1121B indicates that nothing in this Section shall prohibit a former employee of the Louisiana School for the Deaf from rendering sign language and interpreting services on a contractual basis to or for the Louisiana School for the Deaf.



Recommendations:
Adopt the proposed advisory opinion.
