Appearance in connection with a request that the Board to waive the $2,500, $2,500 and $400 campaign finance late fees assessed against Ira Thomas, a candidate for Sheriff, Orleans Parish in the February 1, 2014 election, whose 180-P, 90-P and EDE-P Reports were filed 170, 79 and 4 days late.
Facts:
In connection with his request for a waiver Ira Thomas states that when he qualified for the Orleans Parish Sheriff's race in December 2013, he received his campaign finance reporting packet. He was under the belief that the 30-P report was the first of the reports he needed to file because his campaign began at qualifying.

After filing the 30-P report, he received notification from the Ethics office that he also needed to file a 90-P and 180-P reports as well. He called the Ethic's office and the person he spoke with clarified for him that according to his 30-P report he reported receiving campaign contributions which necessitated the filing of the 90-P and 180-P reports. He was not aware that he needed to file these two reports prior to declaring his candidacy even though he did receive the contributions. His 30-P report did reflect the dates that he received the contributions and he immediately amended the 30-P report and filed the 90-P and 180-P as advised by the Ethic's office.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
